The bill (Reg. No. 11208), submitted by the Cabinet of Ministers, suggests establishing responsibility of officials, operators of electronic grounds for groundless refusal from organizing or holding electronic reverse auction; refusal to register persons willing to become customers or participants of the electronic reverse auction, as well as for the violation of rules of electronic grounds. Particularly, it is stipulated to amend article 16141 of the Code of Ukraine on Administrative Infringements.
The bill suggests preserving the right to execute protocols on administrative infringements by bodies of State Control and Revision Service of Ukraine and the Counting Chamber. Thereat, it is suggested to deforce the Antimonopoly Committee of Ukraine of the right to execute protocols on administrative infringements stipulated by article 16414 of the Code of Ukraine on Administrative Infringements.
The Committee members upheld the bill adoption of which will promote adherence to the legislative procedure of electronic reverse auction by operators of electronic grounds and prevent violations in this sphere.
